Sorry, my fault. National park Kopaonik is in south Serbia, former Yugoslav republic, now an independent state.
Maybe one of of members from Serbia can tell us more about Kopaonik and plants that grow there.

Here's the link to map of Serbia, Montenegro and Kosovo with Kopaonik to give you some idea where this mountain is:

S. kopaonikense = Sempervivum heuffelii var. kopaonikense or S. heuffelii

I have a plant labeled S. kopaonikense. Unfortunately it is too soon to tell what the heck it is .... Plant is small and staying smalll. It does not look like J. heuffelii at all.

Google Translate:
Traditionally, Sempervivum kopaonikense is a 'species' that differs morphologically of Sempervivum heuffelii-type only in expanded form the bulge in the chalice. This distinction is quite subjective because you can take the flower more or less "ventrue" in all forms of Sempervivum heuffelii ...
This form has been little consideration since its release by Pancic and has generally been repaid in synonymy simple Sempervivum heuffelii Schott. In fact, it seems it has some differentiation from Sempervivum heuffelii model not only for its floral character but also environmentally friendly. Indeed, Sempervivum heuffelii var. is a plant kopaonikense high altitude on this serpentine and as Sempervivum granodiorite heuffelii-type is a plant calcicola (also sometimes serpentine) and medium altitudes.

Re: National Park Kopaonik - habitat of S. kopaonikense
thanks for the clarifications/expansion!
i was thinking it was probably ex-yugoslavia from the language, but i wasnt sure...
here are a couple of small improvements on google's translation:
Traditionally, Sempervivum kopaonikense is a 'species' that differs morphologically from Sempervivum heuffelii-type only in the expanded form of the bulge in the calyx. This distinction is quite subjective because you could consider the flower more or less "ventrue"[bulging, like a fat stomach!] in all forms of Sempervivum heuffelii ...
This form has received little consideration since its publication by Pancic and has generally been restored to simple synonymy with Sempervivum heuffelii Schott. In fact, it seems it has some differentiation from the Sempervivum heuffelii model not only for its floral character but also environmental characters. Indeed, Sempervivum heuffelii var. kopaonikense is a plant of high altitude present on serpentine and granodiorite, whereas heuffelii-type is calcicole (also sometimes on serpentine) and of medium altitudes.
