When I googled 'Green Wheel' Sempervivum this site apparently also carries it....

And here are a number of wholesalers in the USA that apparently wholesale it. Here is one...

Has a company renamed an existing variety and put it out for market as when I googled it I couldn't find the hybridizer.

Most probably, yes - someone has renamed an existing variety and put it on a market.
